Summary
The Ghani-Lockhart framework is focused on state-building and state effectiveness. State-building/ Fragile states: Development of a framework and strategies, tools and techniques for state-building. Preparation of book, index and manual on state-building. Analysis of global system (including UN, bilateral, security and non-governmental organizations), support to country strategy development. Institutional development: Focus on approaches to strengthening of public finance institutions in post-conflict/ weak state conditions and public sector management techniques and approaches adapted from the private sector. Development of approaches and toolkits for institutional analysis.
